Training Procedures Policy
To define the Companies procedure for ensuring all employees are trained in accordance with the requirements of the Health and Safety at Work Act 1974, the Management of Health and Safety at work Regulations 1999 and all other legislation.
Responsibilities
Directors are responsible for ensuring that:
- Adequate resources and funds are available to comply with this procedure.
- All managers and supervisors have been correctly trained in this procedure.
- All employees have received induction training on joining the company.
- The relevant contents of the induction course are repeated to all employees as necessary.
- Management receives regular training in current legislation.
- Managers fulfill their obligations to the training of their employees set out below.
- Employees who use equipment or carry out tasks, for which legislation requires they have a recognised certificate of competence, and have been trained and tested to the required standard.
The Company Safety Consultant is responsible for ensuring:
- That management receives regular training in current legislation.
- The Directors are advised on all matters related to training.
Managers/Site Supervisors are responsible for ensuring:
- All employees have received induction training regarding the specific hazards relating to their site.
- Identifying, at risk assessment stage training requirements for employees.
- No employee attempts any task for which he has not been adequately trained.
- The Directors are informed of any training requirements.
Procedure
New Employees, Induction Training
On joining the Company all employees will, during their first week, receive Company induction training. The induction training will be organised by the Manager responsible for the employee.
On arrival at site new employees are to receive site-specific induction training from the Managers/Site Supervisor
New employees are to sign the register to indicate that they have received and understood the induction training.
Specific to task training
Where legislation dictates that a recognised certificate of competence is required for a specific task i.e. confined space entry, and the employee does not hold the required certificate of competence, the Safety Manager is to be informed in order that the required training may be organised.
On receipt the Safety Manager will confirm the requirement with the Director/Manager concerned, organise the course and get the employee to complete the forms to this procedure.
On the return of the forms to Safety Manager, course-joining instructions will be dispatched to the employee concerned.
On successful completion of the course the Managers will be informed of the result. All copies of pass certificates will be held on file at head office with photocopies going to the employee concerned and his manager.
In situations where employees are required to carry out tasks which do not require a specific certificate of competence by legislation, the Safety Manager may carry out the training internally providing he has the correct level of competence to instruct the employee concerned in the subject.
Internal training will be based on information given in the manufacturer’s handbook. In cases where the Manager does not consider he has the correct level of competency to carry out training internally he is to arrange for the training to be carried out elsewhere with a competent instructor e.g. abrasive wheels.
On completion of internal training the form is to be completed and returned to the Safety Manager.
Quarterly Training
All employees working on construction sites will receive training on a quarterly basis covering one of the subjects listed later in this procedure. The Manager/Site Supervisor will give this.
On completion of the training the form is to be completed and returned to the Safety Director.
Quarterly Training
Records of all training, both internal and external, are to be forwarded to the Safety Manager who will ensure an up to date skills matrix of all training is maintained.
